President

Mr. James serves as President of TSI and has over 20 years of corporate development and program management expertise within the federal sector.  Since joining TSI in 2012 as Chief Growth Officer, he led TSI’s expansion into new customer organizations and the development of new services.  Mr. James leads all business capture activities and customer outreach, and in 2019 his role expanded to include responsibility for strategy and operations management as he was promoted to President.

Prior to joining TSI, Shawn held several executive positions with mid-sized companies supporting the Departments of Defense, Homeland Security, Energy, and the State Department.  Most notably, he was an executive with SOC LLC and responsible for its Worldwide Protective Service Program and the stand-up of its Baghdad Embassy Security Force (BESF) task order with nearly 2,000 direct employees deployed in Baghdad and support operations in four additional countries and CONUS.

Shawn was also a business development executive for Lockheed Martin’s Deepwater program supporting the U.S. Coast Guard and the U.S. Navy’s AEGIS and other maritime C4ISR programs.  As Vice President, Business Development at BAE Systems, he was responsible for growing its Technology Solutions Sector and worked the acquisition and integration of Mevatek, a Huntsville-based business, into that sector.

Prior to joining industry, Mr. James was a career Naval Intelligence officer.  He received a Bachelor of Science degree in English from the United States Naval Academy and a Master’s degree in Information Technology Management from the Naval Postgraduate School.  He lives in Annapolis, MD with his husband, enjoying sailing and the Chesapeake Bay in his spare time, and has two adult children.
