Duties and Responsibilities
The Workforce Data Analytics Engineer will apply knowledge, skills, and experience analyzing data and extracting insights to support the management and improvement of DON acquisition workforce policies, frameworks, and processes. Examples of typical tasks include:

  • Analyze, interpret, and portray data related to acquisition workforce status, trends, and comparisons in support of command, functional area, and career field leadership and management priorities.
  • Use the DON’s Advana Jupiter environment (including Databricks and Qlik) to access, transform, and visualize large data sets in support of DON decision-making.
  • Develop, maintain, and enhance dashboards and visualizations in Advana/Jupiter, Qlik, and Power BI that clearly communicate trends, risks, and insights to senior leaders.
  • Utilize SQL and Jupiter/Databricks notebooks to query, join, and aggregate data from multiple sources, ensuring accuracy, traceability, and reproducibility of analyses.
  • Use analytic tools, such as MS Excel, Excel PowerQuery, MS Power BI, and/or RStudio, to filter, organize, analyze, and portray performance information.
  • Design and support SharePoint and Microsoft Teams–based workflows to automate reporting, approvals, data collection, and collaboration with DON stakeholders.
  • Coordinate communications (emails, phone calls, MS Teams video, and face-to-face meetings) among stakeholders to facilitate efficient communication and learning.
  • Report back to clients on findings and recommendations using statistical and visualization tools and methods, including live demonstrations of analytic workflows when requested.

Qualifications

Required Experience

  • Active user of the DON’s Advana Jupiter system with a current Jupiter account and recent hands-on experience using its data, workspaces, and tools.
  • Experience working in a large-scale, integrated data and analytics platform that combines data integration, ontology-driven data modeling, code-based and low-code transformation tools, and self-service analytics for mission or enterprise users.
  • Demonstrated experience working in Advana/Jupiter with Databricks and Qlik (or similar tools) to build data pipelines, perform data wrangling, and create interactive visualizations and dashboards.
  • Performing advanced MS Excel tasks, including:
    • PowerQuery for data import, cleansing, transformation, and merging from multiple sources.
    • Pivot tables and charts to summarize and visualize large data sets.
    • Advanced formulas such as VLOOKUP/XLOOKUP, INDEX/MATCH, and nested IF/AND/OR statements to perform complex lookups and conditional logic.
  • Building and maintaining Power BI datasets, data models, measures (including DAX), and interactive reports or dashboards for executive audiences.
  • Practical SQL experience, including writing SELECT queries with joins, filters, aggregations, and calculated fields against relational databases or data warehouses.
  • Skills and proficiency in applying artificial intelligence and machine learning techniques to data analytics (for example, using AI-assisted analytics, predictive models, or anomaly detection to generate insights and decision support).​
  • Skills and proficiency in modeling and simulation to analyze systems, forecast outcomes, and evaluate alternative courses of action, including experience using statistical methods and simulation tools to support operational or workforce decisions.
  • Clearly presenting statistical data, logical spreadsheets, and data visualization views to senior leaders, including the ability to explain methods and assumptions in non-technical language.
  • Knowledge of administrative, training, technical, and physical safeguards to ensure the security of Personally Identifiable Information (PII).
  • Must hold an active US Department of Defense Secret Security Clearance.
  • Must be able and willing to demonstrate, teach, and explain your analytic approach and tool usage during the interview process (e.g., walking through real or sample work in Jupiter, Databricks, Qlik, Excel, Power BI, SharePoint/Teams, and SQL) to convincingly show your proficiency.

Location of Work:
Primary work is performed remotely from the psychologist’s residence or personal business office within the United States, with required travel to Fort Knox, KY and to brigade and battalion headquarters and recruiting locations across CONUS and OCONUS for training, assessment, and consultation events.

Work Schedule:

Key Responsibilities

  • Provide internal behavioral health and operational psychology support to commanders and Soldiers to enhance performance, resilience, and psychological health across USARD.
  • Deliver consultation and executive coaching to leaders on issues such as organizational culture, risk, stress, communication, and team effectiveness, and advise on appropriate leader actions.
  • Support the Adaptive Leader Program, Assessment and Selection Program, and Brigade Psychologists Program through psychological assessment, interview, scoring, interpretation, and structured feedback.
  • Conduct risk assessments, review relevant behavioral health information, and coordinate with Military Treatment Facilities and other resources to assist in managing high‑risk Soldiers and serious incidents.
  • Develop and deliver resilience, mental toughness, suicide prevention, and performance‑enhancement training to units in person and virtually, including sustainment and annual training events.
  • Participate in the design, administration, scoring, and interpretation of psychological tests and surveys (e.g., personality, cognitive, leadership style, TAIS and similar tools) and integrate results into leader development and selection decisions.
  • Prepare timely documentation, briefings, after‑action reviews, and trend analyses for the Office of the Command Psychologist (OCP), including recommendations to improve policies, programs, and training.
  • Collaborate with other behavioral health professionals, staff officers, and contractor personnel, maintaining effective working relationships with brigade and battalion leadership teams.

Qualifications and Certifications

  • Doctoral degree (Ph.D. or Psy.D.) in clinical or counseling psychology from an American Psychological Association (APA)–accredited graduate program.
  • Completion of an APA‑accredited internship with at least one year of supervised clinical experience under a licensed psychologist.
  • Minimum of one year of post‑internship professional experience providing psychological services in clinical, counseling, military, or operational settings; experience with military or high‑demand populations strongly preferred.
  • Unrestricted, current license to practice psychology issued by a U.S. state or territory, in good standing and maintained for the duration of employment.
  • Ability to obtain and maintain all required credentialing and clinical privileges in accordance with Defense Health Agency and applicable Military Treatment Facility policies.

Board Certification:

Program Management Operations Analysts are responsible for coordinating, monitoring, and optimizing project activities, ensuring the effective execution of schedules, deliverables, and resources across major Navy programs.

Level – Junior (Program Management Operations Analyst Junior)

Required includes:

Must have:

    • A high school degree or GED and three (3) years of relevant experience in business management or related functional area; OR
    • A bachelor’s degree in a relevant field; OR
    • A master’s degree in a relevant field.

Preferred experience includes:

  • Coordinates project activities to ensure the project is on schedule.
  • Provides administrative and logistical support including meeting arrangements, progress tracking, and documentation.
  • Ability to read, understand, and interpret Executive Orders, DoD, DoN, SECNAV, and NAVSEA directives to provide guidance to personnel.
  • Works under moderate supervision.

Level – Mid (Program Management Operations Analyst Mid)

Required includes:

Must have:

    • A high school degree or GED and ten (10) years of relevant experience in business management or related functional area; OR
    • A bachelor’s degree in a relevant field and five (5) years of relevant experience in business management or related functional area; OR
    • A master’s degree in a relevant field.

Preferred experience includes:

  • Manages and directs the work of project managers and provides managerial, financial, and administrative oversight for multiple projects.
  • Monitors project scopes, costs, schedules, staffing, communications, outside vendors, and contractual deliverables. Develops standards, processes, and tools used for effective project scheduling and to set and manage quality targets.Ability to read, understand, and interpret Executive Orders, DoD, DoN, SECNAV, and NAVSEA directives to provide guidance to personnel.
  • Addresses internal or vendor issues that may impede project delivery and develops solutions.
  • Tracks at‑risk metrics and facilitates actions to keep projects on track.
  • Establishes data collection and reporting processes to capture key metrics of project activities and to provide periodic reporting.
  • Manages subordinate staff in the day‑to‑day performance of their jobs.
  • Ensures that project or department milestones and goals are met and that efforts adhere to approved budgets.

Preferred experience includes:

  • Assists the Program Manager in leading a team.
  • Plans, directs, and coordinates the operation of a NAVSEA support contract by formulating policies, managing daily operations, and planning the use of materials and human resources.
  • Effectively integrates General Administration, Business Financial Management, and Strategic Planning support across all areas.

Required certification includes:

  • Project management certification.
